Fractional CAIO
Most companies don't have an AI problem. They have an unowned AI problem — pilots in four departments, no one accountable for whether any of it returned a dollar. A Fractional Chief AI Officer is the accountable executive: we own the roadmap, the governance, and the evidence that it worked. Engaged as a monthly retainer, scoped to your cadence.
The Role Most Companies Skipped
Enterprises hired data scientists, bought copilot seats, and stood up an AI council. What they did not do is put one accountable executive between the board's ambition and the engineering backlog. MIT NANDA's The GenAI Divide: State of AI in Business (2025) found 95% of enterprise GenAI pilots deliver no measurable P&L impact — and the root cause was organizational, not model quality. RAND reached the same conclusion from 65 practitioner interviews.
Four departments each running pilots. No one is accountable for the portfolio, so nothing gets killed and nothing gets scaled.
Spend cannot be connected to an outcome. When the CFO asks what the AI budget returned, the honest answer is nobody measured.
Regulators now ask for decision-level auditability — EO 14028, NIST AI RMF, CMMC 2.0. Governance written after deployment does not survive review.
Can you trace AI from vision → decision → implementation → measurable value? If not, the problem is rarely the model. It is alignment, governance, adoption, or measurement — and all four are leadership problems.
The Path To Value
The path to measurable AI ROI starts with the business problem, not the technology. From there it takes disciplined opportunity discovery, governance, focused pilots, evidence of value, and scaling only what works.
-
01Business Problem
Define what actually needs to change. Not "adopt AI" — a named cost, cycle time, or risk with a number attached to it.
-
02Opportunity
Find where AI creates real value. Most of it hides in work you already do: labor hours reclaimed, cycle time compressed, rework avoided.
-
03Governance
De-risk and build trust before deployment, not after. Posture mapped to the regulations that actually govern you.
-
04Pilot
Prove the value on a bounded scope, with the measurement defined before the pilot starts rather than negotiated after it ends.
-
05Evidence
Measure and validate against the baseline. A pilot without a baseline is a demo.
-
06Scale
Expand what works. Retire what didn't — which is the step most AI programs never take, and the reason their spend compounds without returning.
Arango's Executive 12
Twelve principles that connect executive intent to technical execution and measurable value. This is the operating philosophy a Fractional CAIO engagement runs on.
Turn AI complexity into decisions leaders can understand and act on.
AI should augment human capability — not replace human judgment.
AI is a business transformation — not simply a technology project.
Start with mission, outcomes and ROI; then choose the AI technology.
Align people, process, data and technology around the mission.
Start small. Prove AI value. Scale what works.
Govern AI to build trust, manage risk and enable responsible innovation.
Tie every AI initiative to a measurable business or mission outcome.
Translate executive intent into technical AI execution.
Lead with curiosity, decide with evidence, execute with discipline.
Maintain traceability from executive intent to measurable AI value.
Create enough clarity for people to adopt AI with confidence.
Vision → People → Process → Technology → Governance → Value. Trace executive intent through execution to measurable outcome. If the investment cannot be traced to value, the work is not finished.
What A Fractional CAIO Owns
Engaged as a monthly retainer with a defined cadence and a deliverable list — never an open-ended block of hours. Scope scales from advisory to embedded depending on how much of the portfolio you want us to carry.
The Outside Executive
For companies with internal capacity who need direction, governance and an accountable voice in the room.
- Monthly executive session — portfolio review, kill/scale decisions
- AI roadmap ownership — maintained, not delivered once and abandoned
- Governance review — posture tracked against NIST AI RMF and your regulators
- Board-ready reporting — what was spent, what it returned, what comes next
The Operating Executive
For companies without an internal AI function. We run the portfolio and the platform end to end.
- Everything in Advisory, at a higher cadence
- Pilot design and execution — baseline defined before the pilot starts
- ARKONA operated on your behalf — cite-cap, audit trail, US-only models
- Vendor and build decisions — owned, with the business case written down
Where this sits: Fractional CAIO is the Retainer rung of the COMET ladder. Most engagements begin a rung or two lower — a Briefing to see your posture, or a Discovery to inventory what you already run — and step up once the portfolio is worth owning. See the full ladder →
Twenty-Two Years Of Deciding Under Consequence
Fractional CAIO engagements are led by Jhon Arango, Intrepid's Founder and President. Before Intrepid he spent 22 years in the United States Air Force and at NSA — including Director of Operations for the 659th ISR Group, leading the operational employment of Air Force offensive and defensive cyberspace capabilities for 1,800 Airmen across four NSA operational locations, and Chief Cybersecurity Engineer for the NSA Weapons and Space Cybersecurity Center, providing technical direction to a 250+ person workforce and a $36.8M portfolio.
He is a graduate of NSA's Computer Network Operations Development Program, DAWIA-certified across engineering, test and program management, and is pursuing a doctorate in AI/ML at The George Washington University. He also built ARKONA — so the governance advice comes from someone who has shipped the system, not only reviewed one.
Most AI advisors have never been accountable for an outcome where being wrong had a consequence. Governance judgment is not a framework you memorize — it is a habit you build by deciding under pressure, with your name on the decision.
Start With A Briefing
One email. One sentence about where your AI initiative stalled — or what your board asked that you could not answer. We respond inside two business days with a Briefing scope and a calendar window. The Briefing is a half-day workshop; output is a 1-page heat-map of your posture vs. your regulators plus a comprehensive report on AI implementation. Yours to keep, with no commitment to climb the COMET ladder.
